Assurance Wireless, the largest provider of free government cell phones, offers service in Rhode Island. Eligible applicants will receive a free cell phone (no fees charged what so ever) and free monthly cell phone service. Users receive 250 free monthly local and long distance minutes, but can additional minutes and/or text messages for a small fee.

In order to qualify for Assurance Wireless service in Rhode Island, you must be a participant of one of the following public assistance programs:

  • Federal Public Housing Assistance/Section 8
  • Low Income Home Energy Assistance Program (LIHEAP)
  • Social Security Income (SSI)
  • Temporary Assistance to Need Families (TANF)
  • Temporary Cash Assistance
  • Medicaid
  • Rhode Island Medical Assistance Program
  • Rhode Island Pharmaceutical Assistance to the Elderly
  • Family Independence Program (FIP)
  • Supplemental Nutrition Assistance Program (SNAP) Food Stamps
  • General Public Assistance

If you qualify for Assurance Wireless under this method, you do not have to provide supporting documentation, but sign under oath of perjury. If you qualify under this method and the next, it is best to apply using this method, because the application is easier.

You may also be able to qualify for Assurance Wireless in Rhode Island if your Total Household Income is at or under 150% of the Federal Poverty Guidelines. The final requirement to obtain a free government cell phone Assurance Wireless is that you must apply from a valid US mailing address. No post office box may be used in your application form. Unfortunately, homeless people will have difficulty meeting this requirement.
