Reachout Wireless is the third largest free government cell phone carrier and operates in 18 different states. Reachout Wireless’ cell phone plans closely mirror both Assurance Wireless and Safelink Wireless. Reachout Wireless also offers a free cell phone and either 125 free cell phone minutes that roll over every month or 250 free cell phone minutes per month that do not roll over (You are free to choose which plan suits you best). In addition to the free minutes, Reachout Wireless users also enjoy the following features:3-way calling, call forwarding, caller ID, call waiting, international long distance (added charge), select text Messaging, and voice mail.
Reachout Wireless offers three basic plans at no cost at all:
Basic Cell Phone Plan:
- 68 free monthly rollover minutes. Incoming and outgoing text messages are charged 0.3 minutes. Unused minutes rollover from month to month.
- 125 free monthly rollover minutes. Incoming and outgoing text messages are charged 1 minute. Unused minutes rollover from month to month.
- 250 free monthly minutes. Incoming and outgoing text messages are charged 1 minute. Unused minutes do not rollover from month to month.
- California residents must pay a minimum of $2.50 per month for their plan.
Although Reachout Wireless offers a free cell phone and up to 250 free minutes of cell phone service a month to every qualifying applicant, users are still free to upgrade the free cell phone to more feature rich models and additional minutes and other services can be added to their monthly plans for additional fees. Additional minutes can be purchased at the following rates.
- $3.00 for 20 additional voice minutes
- $5.00 for 40 additional voice minutes
- $10.00 for 120 additional voice minutes
- $20.00 for 300 additional voice minutes
- $30.00 for 500 additional voice minutes
- $50.00 for 950 additional voice minutes
- $26.50 for unlimited voice minutes and text messages
What States Can You Get a Reachout Wireless Cell Phone In?
Reachout Wireless currently offers free cell phones to eligible users in Arkansas, California (In California, Reachout Wireless charges a small monthly fee), Georgia, Illinois, Iowa, Kansas, Louisiana, Maine, Maryland, Michigan, Mississippi, Missouri, Nevada, New Jersey, Ohio, Rhode Island, West Virginia and Wisconsin. Reachout Wireless is aggressively expanding into new states, but it still takes time, because they must receive approval from both state and federal government before starting new service in a state. How do You Qualify for a Free Cell Phone?
If Reachout Wireless offers service in your state, you need to determine if your meet your state’s eligibility criteria for a free government cell phone. In most states, there are two methods for determining if you are eligible for Reachout Wireless. The first method requires that you are a participant of a federal or state assistance program. Obviously, the list of state assistance programs will vary from state to state. So you will have to check the specific requirements of your state. If your participate in one of the following federal assistance programs you more than likely qualify to receive a free cell phone and cell phone service:
- Food Stamps
- Low Income Home Energy Assistance Program (LIHEAP)
- National School Lunch Program’s Free Lunch Program
- Supplemental Security Income (SSI)
- Section 8 Federal Public Housing Assistance
- Temporary Assistance for Needy Families Program (TANF)
If you participate in any of these programs, the Reachout Wireless application form is very straight forward and can be completed in just a matter of minutes. In most cases, you will not have to submit documents proving you are in an assistance program, but will be required to sign under penalty of perjury that you are in a program. Lying about participating in a federal or state assistance program is a big deal and may land you in deep trouble. So play it safe!
If you do not participate in any of the previously mentioned federal assistance programs, don’t worry! You may still qualify for a free cell phone and service under method two: the income eligibility requirement. In order to qualify under income eligibility guidelines, your household income must be below or between 135-150% of Federal Poverty Guidelines. The exact figure is state specific. So please check your state’s requirements before applying to the Reachout Wireless program.

The last two requirements to receive a free Reachout Wireless cell phone is that you must use a valid US home address in your application form. Reachout Wireless will not ship cell phones to PO Boxes. This can be a big problem for homeless people. If you are homeless and need a Reachout Wireless phone, I encourage you to call Reachout Wireless and talk to a customer service representative. They may be able to help you. Lastly, only one Lifeline Assistance phone can be used per household. So if you currently have a land line phone on Lifeline Assistance, you will not be eligible for a Reachout Wireless free cell phone unless you cancel your land line Lifeline Assistance plan. In the past, some people have abuse Lifeline cell phone programs by signing up for multiple free cell phones. However, the Federal Government, in attempt to crack down on Lifeline fraud, has begun aggressively monitoring these programs and is taking action against people attempting to defraud Lifeline programs.
